Bank Park Parking Management - Parking Fine on 30 mins free parking

I have received a £60 parking fine notice few days ago from Bank Park Parking Management. It was in Reading on oxford road.
I received a letter 8 days after a date of sending.
I have been using a 30 mins free parking space only over the weekend for a long time. I tend to stay there no more than 25 mins as i don't like to take a risk. The other weekend i
didn't notice the noticed board saying cameras are in place and i have to take a free 30 mins ticket from a ticket machine. It was dark and i had my daughter with me who has hypermobility and can't walk fast. I was over 67 seconds of the 30 mins free parking limit.
Letter says, if i don't pay the £60 charges within 14 days of date of sending letter then i will have to pay £100. I have already appealed the charges but i like to know if i should wait for the appeal outcome? What if the appeal is unsuccessful, would i end up paying full £100 fine? Letter doesn't say anything about £60 fine if the appeal is unsuccessful. I have tried ringing them but there is a answer machine saying office is closed due to covid 19.
Should i just go ahead and pay the fine or wait for the appeal outcome? I don't want to pay £100.

You only pay them if a Judge instructs you to. You have not been issued a 'fine', private companies cannot fine anyone. What you've received is a speculative invoice.The NEWBIES FAQ sticky, first post, will guide you through the actions to take to deal with this. Bank Parking is a member of the IPC, so read the advice in that context.Can you show us exactly (word for word) what you wrote in your appeal please, it may have a bearing on how you are advised, moving forward?Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Looks like you outed the driver
The Equality Act 2010 may be a factor , but only a judge can decide , in court
It's actually a £100 reduced by 40% for early payment , not £60
If you fail to pay early , the discount disappears and the full charge is in force
Ideally you want a landowner cancellation , nothing else will work , other than a judge agreeing with you , in Court , within 6 years3 -

I would bet £20 the reply to your doomed to fail appeal will be something like: We have carefully considered your appeal but have decided that the PCN was correctly issued and we cannot cancel the charge, you know have the following options blah blah blah!So please don't get your hopes up, these are money making scams not genuine fines but you are now in the private parking scammers clutches and have two options pay up, which supports their wicked greedy scheming, or follow the advice on here and fight it out.

On the letter, the reason for issue is, Failure to claim free parking sessions.
Someone who parks every now again there , how on earth he is going to find out that he needs to claim a ticket for free parking when it is dark and the machine is on the other side of the road. There are other machines on the same road which are not yet in operation.1 -
Send a complaint -no, I don't mean appeal - email to the parking firm (attach proof of the passenger's disability).
Do that NOW., DO NOT WAIT FOR THE STOCK REJECTION. Then when the PPC reject your complaint and appeal (do BOTH):
1. Complain to the IPC, complaining that this operator has introduced new rules about 'getting a ticket' to claim fee time, but has not placed prominent, lit signs to tell people that new rules apply. Neither have they made a reasonable adjustment of extra minutes for those with a disability, which has been evidenced to the parking firm.
2. Do an IAS appeal proving the disability and showing DATED (embed the data) photos of the place in darkness and state that the PPC has made no reasonable adjustment under the Equality Act 2010 despite knowing about the disability in your complaint, which has also been sent to the IPC.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
