Question about merging isas

Hi

I have two ISA accounts, as one of them was a fixed 2 years account. Both of them will mature in April 2021. At this point, would i be able to merge both ISA in one, or will it be considered as part of my allowance?

It is, i have 20K in bank1, and 20k in bank2. Can i transfer the 20K from the ISA in bank1 bank2, which will give me a 40K ISA, and then, still have the whole allowance?

Thanks

Yes, current year subscription allowances aren't affected by transfers of prior year money, as long as you use the new provider's ISA transfer process.
