I've recently moved it a new property.there is 1 BT socket in 1 room.i asked SSE and PLUSNET about Fibre/ADSL.they quoted £93 SSE, and £50 Plusnet for connection....is this normal?

Depends. Can be, the presence of a socket doesn't mean anything. It may be disconnected at the exchange or not connected at all.
