Talktalk confusion

Thinking of leaving Shell due to the rise next month in costs and have spotted Talktalk's offer where it is £23 for a 18 month contract with £90 gift voucher.
Decided to use the chat function when I had the item in my basket just to check about if I have to contact Shell about the switch and they tell me about an offer for £26 for a 24 month contract with £75 cashback.
Now I don't know if they are incompetent or if there are other reasons for the complete discrepancy. Or if I should now think again about joining Talktalk.

Did they say the original offer wasn’t now available ( even though you had it in your on line basket ) ?, or were they trying to suggest that a longer contract for more money and less cash back was actually a better deal ?
In general , if you are switching and both the old and new provider use Openreach then you don’t need to contact your old/current provider, your notice to quit is effectively served by the gaining provider ( it’s a gaining provider led process ).0
