Debt Recovery Plus - carpark overcharge
I had to go shopping to a retail park during the pandemic and left the car for longer than the permitted 2h in the carpark (Euro Car Parks) - my fault.
There are a couple of notice boards informing the fine is £100, or £60 if paid within two weeks. However, I have received the Parking Charge Notice from "Debt Recovery Plus" almost three months after in behalf of the creditor, but they are claiming I pay £170 instead!
I discovered that even though I updated my driving license address when I moved five years ago, I missed updating the car address, so it might be that the Parking Notice was sent to my old address - I have updated it now.
Claiming that I pay £170 when the carpark board informs of max £100 looks very unreasonable and unfair to me. I am definitely not happy with that.
Should I send the appeal to Debt Recovery Plus or to Euro Car Parks? Other suggestion?

It is not a fine, please read the newbies. The additional £70 is unlawful, (in the newbies).
If it was during lockdown it should have been suspended, queues to enter, , queues to select items, queues to pay etc, A judge would laugh it out of court imo. Have you complained to your MP?tYou never know how far you can go until you go too far.2 -
You need to follow plan A , a retailer or managing agent or landowner complaint
The time to appeal has passed due to not updating your V5C which you are legally obliged to do , with a Penalty of up to £1000 from the DVLA from not doing so
ECP have sent the NTK PCN to the address on file at the DVLA , so don't blame ECP for your mistakes

I sent a letter to the TK-Maxx CEO, and cced to the local retail Manager, to Debt Recovery Plus, and to Euro Car Parks. Few days later, the retail manager phoned me to confirm that the PCN had been cancelled.
In case it may help anyone, this was the letter I sent:"On 'DATE' I received the first notification of a Parking Charge Notice from Debt Recovery Plus in behalf of Euro Car Parks, demanding a payment of £170 for parking the car longer than the maximum period allowed on 5th September. Previous DVLA notifications in relation to this car have always been received at the above address.
My wife and I are regular TK-Maxx shoppers since we discovered this shop in 'CITY' four months ago. We particularly like the high quality of products, the frequent rotation with new items, and the competitive prices for the high quality offered.
As proof I have enclosed our banks screenshots and statements, with a total expenditure of more than £xxx in TK-Maxx since 'TIME', which can be confirmed in your retail records.
I have also enclosed the bank statement related to this PCN, transferred by 'BANK' to TK-Maxx on 'DATE'.
I might have stayed longer than the allowed time, but we had to wait for considerable time at the entrance of the shop to comply with Covid restrictions of capacity, which I think is an obligation and responsibility for all to prevent further transmission of the disease.
In addition, the second Covid wave started at the end of August, and the carpark had many available places on that day, therefore I never suspected this would be a problem in such exceptional circumstances.
I think the demand of £170 is unreasonable and disproportionate and not a genuine pre-estimate of loss. I believe this PCN was unfairly and unlawfully issued.
I do hope the purpose of these notifications is not to fine genuine customers like us, and I hope this PCN can be cancelled."
