There's nothing stopping you doing all the work for option 2 but it being in the RK's name. And they can only (legally) "go for" the RK if they've complied with the strict requirements of Schedule 4 of POFA2012. I'm not sure if ECP have POFA-compliant NTKs.
Of naming the driver !! It is you that did not read it properly , the partial quote and comment are irrelevant3 -

Hey folks,
So if the keeper went to name the driver but the letter gives zero details on how to actually do this, other than telling them they need to do this, Is it still POFA compliant? the POFA doesn't specifically say, but the keeper has just logged on to the website in a bid to find the option to say it was me and the only options are pay, appeal, contact us or apply for a job.
He clicked the pay bit thinking it might have a section.... it doesnt.
Neither does the appeal bit.
So he sent an appeal, saying that he's trying to provide the name and address of the driver but there isn't anywhere to do so because he wanted the clock stopping (the deadline is the 16th) and by doing a 'contact us' email, there no certainty they would get it in time and stop the clock and as I've mentioned before he's a very nervous person.
Just curious if anyone else has better insight or has had this before?0 -
Yes, of course it is. You've heard of letters? Emails? Carrier pigeon?
Why not appeal and give the drivers name and address there? That's the obvious route...2 -

If he has appealed just saying he WANTED to name the driver then he's going to have to do it again...PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
