Has the house that's doing major works got a generator going? Or anyone with a dehumidifier?
I know that when there were roadworks near me a generator was going 24/7 and you couldn't hear it outside but it made a hum through my house which was really irritating and once it gets to you it's constant. When it went, so did the noise.
Any local sub stations in your road? My friends had a house near one and it was a constant low hum. Didn't bother them but it would have me.

Evidently something has just begun to be used around the clock in a neighbouring house if you can't hear it outdoors, as well as the other suggestions here I can think of an aquarium and one of those emergency call button systems that are sometimes installed in homes.
Clearly if it's something temporary for the building work nearby it will stop one day soon and never bother you again but ........ While you are discovering what/who is causing the noise can you move your bedroom into another room or use ear plugs which would at least give you a well rested mind to tackle the problem with. I would imagine the lack of sleep is making life much, much worse at the moment.
Good luck with tracking the problem to source and then persuading that neighbour to move the noisy thingummyjig to a different spot.

Two things that hum in my new place that I never noticed before but because of the new arrangement.
The freezer against a partition wall. Might not be yours. Could be in a neighbours house.
The central heating pump in a cupboard. Though this should stop if the heating goes off at night.
But there is a thing called 'the hum'
I remember when I first moved I could hear a hum that I couldn't track down. It was worse at night when it was quiet and most things turned off. It just arrived and similarly just went, no idea what it was but used to drive me nuts. Mostly because I was trying to locate what was doing it.

If the source is electrical, it's likely to sound like 50 hertz, or 100 hertz hum.  Does it sound like either of these?

Apologies all I didnt realise I had more replies to this thread, I miss the subscribe feature of the old forum! :)
The noise is still ongoing pretty much 24/7 with the odd break, someone from the council is going to call me back to see if they can assist in tracking it down, if I put a glass against the neighbouring wall I can hear it clearly, it does sound like a dehumidifier, my elderly neighbour has confirmed they are not running anything.
It does sound like its something 2 - 3 doors down, at night I've tried sleeping in the other rooms but the sound is the same, at the moment the council is my only hope so lets see what they say..

We had a hum in one house.  SWMBO was really bothered by it in bed.

Tracked down to a new transformer for a doorbell affixed to the party wall at ceiling height, just under our bed-head.  It was relocated and all was well in the household again.

If elderly neighbour will cooperate and turn off all mains it will prove it is emanating from his dwelling (or not).  Bit difficult to assist in the current lockdown though.

We had one near us , loads of people complaining about a noise , it was an Aircon unit on a MacDonald restaurant down the road
You don't live in Cheltenham do you? The one there on Macca D's used to do my head in at night and I lived in River Leys. The noise as I walked past as i went to work was really headache inducing although it kept the gulls at bay!
