Applying for an Under 19s Account
If aged between 11 and 15, a parent/guardian must be present, both when an account is opened and when additional services are applied for.
One form of ID, such as passport, birth certificate or adoption certificate, as well as proof of the parent's identity and address are required.
Over 16's don't need to be accompanied by a parent but need to bring in proof of their identity and proof of their address.
Both Bank of Scotland and Royal Bank of Scotland also have U19s accounts. Virgin / Clydesdale has an M account.

Which bank did not accept his provisional licence? Accepted at most banks: driving licence, incl, provisional one, HMRC tax code notification, other HMRC letter, utility bill (e.g. as a joint account holder). All banks have their ID requirements online.0

It sounds like a misunderstanding. I'm pretty sure he can use the driver's for either address or identity but not both. If he provided the driver's for his identity, he has nothing left for proving his address. But if he provides the passport for identity, he can use the driver's for address. I would also assume he has his official NI letter - which will also work for his address.0

Proof of address was my stumbling block when I first moved to the UK - some banks are pretty lenient though when it comes to what they will accept.
Starling/Monzo are good choices as they only need photo ID, a selfie and a UK address they can post a card too - can only be operated through their respective apps though. Otherwise check what other documents he has that the banks will accept - all major banks publish lists of what they will accept online. A passport + driving licence should be accepted by most banks I would've thought.0
