Fifth Anniversary Combo Breaker
in Scotland
My grandson is 18 and cant open bank account in Scotland as he has no proof of address, he tried passport and provisional licence but they want council tax bill, his dad pays that, he is registered there, any advice please

    OP can you confirm that the address on the provisional licence is the address he is residing at now?
    If it is not it would explain a lot about why he has been declined.
