Opening bank account

My grandson is 18 and cant open bank account in Scotland as he has no proof of address, he tried passport and provisional licence but they want council tax bill, his dad pays that, he is registered there, any advice please

  • OP can you confirm that the address on the provisional licence is the address he is residing at now?
    If it is not it would explain a lot about why he has been declined.
