Issues with electricity bill/ complex meter!?

We've been having problems with our electricity bill, I will try and explain it the best way I can; 
We have 2 MPANS, the meter shows 4 rates. One of these rates is extremely high, we are being billed for every single one of the rates shown on the meter. There are 2 people living here and we  live in a small 2 bed flat and do not use the heating or have the storage heaters switched on at all ( by the plug). We have electricity only and no gas. 
We've contacted Bulb countless times about it and they tell us they need to look into it and will get back to us ( but they never respond after that and we're back to square 1). 
Our meter is a Radio Telemeter Series K BS EN61036. The readings at the moment are as follows; 
Rate 1 : 07748
Rate 2: 15665
The next Rates have 'rate now' above the rate:
Rate 3: 16976 ( there is text saying the word 'element' before this number)
Rate 3: 16976 ( this has no text saying 'element' before it)
Rate 4: 57428 ( this is the number that is causing us issues and is apparently on a second MPAN, it seems to go up each month instead of 'resetting')
We are entering Rate 1, 2, 3, and 4 only once when giving meter readings. 
Our bill says that the Rates are the following; 
Rate 1 - Meter Readings Night ( NT)
Rate 2 - Meter Readings Night ( EW)
Rate 3 - Meter Readings Day
Second MPAN ( Rate 4 ) - Meter Readings Night
Our bill is £120 this month for Rate 4 alone, and rates 1-3 are costing us around £80 a month. Projected yearly costs: Electricity (1900031168999): £ 905 Electricity (1900031168980): £ 990

Our tariff for Rates 1-3 ( First MPAN) :
Tariff name: Vari-Fair
Unit Day Rate (Day): 17.74p/kWh
Unit rate (Night): 8.91p/kWh
Standing charge: 19.54p/day (£71.30/year) 

Our tariff for Rate 4 ( Second MPAN):
Tariff name: Vari-Fair
 Unit rate (Day): 15.71p/kWh
Unit rate (Night): 15.71p/kWh
Standing charge: 0.00p/day (£0.00/year)

We have no idea why we are being charged so much, our electricity usage is average and we do not use the heating. We have turned 1 storage heater on for half an hour, twice since the start of November. All of the storage heaters are switched off by the plugs.
I have tried to find the user manual of the meter online but to no avail, can anyone help?

    When checking your bill can you see that they are using the meter readings that you have provided or are they using estimated readings?

    You say "average users" how much are you actually using each year?

    My first observation is that Rate 1 is usually the normal day rate, the R2, R3 etc are the various off-peak/afternoon-boost rates.

    Those are the current readings at the date/time you took them.
    If you take them again tomorrow at the same time then the difference between the two readings will be the amount you have used.
    The question is, does your bill show the actual readings you are sending in, or does it show an estimated reading when calculating your usage...
