I wouldn't necessarily listen to people saying 'you should have paid' as a answer, because you already said that the need to pay may have not been clearly conveyed to you, leading to a mistake.
The BPA code of practice is weak and a bit vague on signage - it says rule 19.9
'So that disabled motorists can decide whether they want to use the site, there must be at least one sign containing the terms and conditions for parking that can be viewed without needing to leave the vehicle. Ideally this sign must be close to any parking bays set aside for disabled motorists. '
If that does not seem to be the case at the car park, it may be worth a POPLA appeal, but then the amount may go up if they reject their own rule (their rule is vague as it doesn't say what readable or close is, and then it adds the get out clause 'ideally' - it's weak as it asks for 'one sign' which then could be anywhere on a large site).
