Light it from another angle or put a straight edge on the wall to rule out shadows. With water based paints stains can continue to come through regardless of how many coats are used. You might need to seal that area with a stain blocker.

As mentioned take a straight-edge, such as large spirit-level to see just how uneven the wall is.0 -
It certainly looks uneven; when I first saw the piccies I thought you were trying to paint over lining paper. Definitely needs sanding down.0
