Parking eye ticket

Hello 
my daughter received a letter from debt collectors as first notification of having overstayed at a motorway services car park. There was no ticket in the car and DEFINITELY no letter from parking eye before debt collectors... how can she appeal and prove  she did not receive a Penalty notice . She does not contest that she overstayed by 20 minutes and would have paid the penalty immediately had she known ....debt collectors nor wanting £170 !

    It is not a penalty, nor is it a fine. It is a claim for damages for an alleged breach of contract, but I doubt that a contract exists, their signs are pants, read this,

    Parking Eye do not issue Penalty notices !!

    It's a Parking Charge Notice for an MSA

    Tell her to follow plan A in the Newbies FAQ sticky thread near the top of the forum

    It's far too late to appeal it

    Tell her to check that her V5C is up to date with her current address on it , because PE posted the paperwork to the registered address , not necessarily her address if she moved and failed to notify the DVLA

    The DVLA can fine her up to £1000 for not changing it , plus the same again for her driving licence too !!

    It's her legal responsibility to keep those details current and up to date

    Whoa, why ON EARTH would anyone have done that?  No-one pays these, they get them cancelled by complaining to the landowner, usually.  

    Do you think her car is registered on the V5C to an old address? She can check online.  Maybe the PCN went there and the laughable debt-crawlers have traced her new address.  If so, she needs to confirm to ParkingEye (if it is them) what her new address is, and complain to Welcome Break/Starbucks by email, because they can cancel it.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
