Should I return PC?

I ordered a PC from Amazon which was advertised as 'renewed' and would look like new.   The spec of the PC was good.  However it has arrived today, I opened the box and was disappointed to receive a PC which doesn't look new at all.   I slid the casing back and the inside of the PC is thick with dust and I can see lots of spots of rust.
Below is the add (I'm worried this isn't going to last).  I would have thought a refurbed machine would have at the very least been cleared of dust inside.  Will this dust cause problems?

If it's just dust, personally I'd get an air duster (assuming I have one) and blow it out myself.

If it's filth and/or it smells, I'd be returning it on the grounds of not satisfactory quality. Think tar from smoking, contamination from vermin, that kind of stuff.

Its really thick dust and several spots of rust inside the casing and on the edges of some components.
I think it has to go back - it really doesn't meet up with the advert and if it is filthy inside, it's not leaving me feeling confident that it has been 'tested, inspected and cleaned' as their advert states.

I work in a computer repair shop, and often have machines coming in clogged up with dust. We use an air duster to clear the dust out of the heatsink and fans, which if left can cause overheating problems. However, if you also see rust, I would say the machine hasn't been through the cleaning, inspected, and probably not even the tested. I would probably send it back.

Do they have another unit with the same spec they can replace it with? It says replacement or refund.

Absolutely not acceptable, if someone is selling a PC described as renewed at very least you'd expect it to be cleaned and tested, it may have been tested (by switching it on) but it certainly doesn't sound like any attempt was made to clean the dust out which is basic computer maintenance.

It is absolutely disgraceful.  We have taken pictures and even a video showing the dust coming out of the machine.  We placed white paper on the table and loads of dust came out of the vents!  The 4 usb ports - you can see the rust on them!  My son is a trainee software engineer - he said, absolutely no way has this machine been refurbished.   They have literally opened the case - added an SSD drive and attached it to the side with velcro tape.  Rusty screws are holding down parts, motherboard, fan etc and not one part inside looks like it is a Dell part.
