I had the same issue after opening an account today. I phoned Saga and they offered to make the transfer, but I turned that down. As RBS won't even let me transfer a nominal sum I used the on-line email portal requesting them to close the account. I couldn't see any way of doing that when logged in.
Is RBS actually stopping you or just advising that they can't verify the payee (which shouldn't prevent you from going ahead)?
It won't allow the verification of the payee and there is no way you can proceed from that point.

It says they cannot verify the account but you can continue setting up the payee, and make the payment. I have just opened a SAGA account, just to test it with my RBS account. It is quite normal that some accounts / payees can't be verified, and all banks do allow you to proceed regardless. You'll get suitable warning messages, asking you you whether you are sure that you are sure, but in the end it is your decision what payments you make. RBS make it quite clear that you can continue if you wish.

My £1 test payment has duly arrived in my SAGA savings account.

Had the same problem with transferring from NatWest to SAGA  4 or 5 months ago - as suggested, did a test transfer ignoring unverified payee message. I'm very surprised that the issue hasn't been resolved by now - SAGA still listed as payee status - not confirmed on my Online Banking.

The "issue" will only be resolved if and when Goldmann Sachs implement Open Banking. I would hazard a guess that this is very low down their priority list, if it figures at all. As it is almost certainly very low down the priority list of many Building Societies and Credit Unions.

We have lived quite happily without Confirmation Of Payee for almost the entire length of time we had online banking, a couple of decades now. It's hardly difficult to correctly type a sort code and an account number, and to make a £1 test payment.
