    yes checked the whole lot with a fine tooth comb, it hasn't been taken upto yesterday.
    where does it say that you have to pay the fee, even if you refund the payment?
    I started the payment refund from ebay if it matters, and in the reason box put "refunded because it clearly states cash on collection I can't accept paypal for this" or words to that effect

    Just one word of warning, a seller cannot refuse PayPal- although obviously no one can force you to take it. When you cancel an eBay sale you need to choose your reason carefully otherwise you pay eBay FVFs and get a defect. Cancelling because PayPal was used, when the listing would have clearly shown PayPal as the default payment method is not a good idea. Most sellers cheat the system and use ‘problems with buyers address’ or similar and hope the buyer doesn’t raise a complaint. Have a read of the sticky thread about the problems of collection only items.  This will cease to be a problem once managed payments are totally in force.

    As for the fees, it isn’t shown clearly, that’s why some sellers don’t spot it. The only way to check is to reconcile your running balance as it will just have been taken from that,

    "If you refund a payment for goods or services, there are no fees to issue the refund, but the fees you originally paid as the seller are not returned to you. The amount of the refunded payment will be deducted from your PayPal account."

    It's in the T&Cs of course but I'm not looking through that as well, I'm sure you're more than capable of it yourself. Updated in March

    I didn't cancel the sale, just the paypal payment.

    I understand what soolin and Mark88 are trying to say - you will need an accountant's brain to understand that.   To check, start with the balance before this transaction (from first receiving the payment).  Then add what you received (minus the paypal charge).  You might have had other transactions after that - take those into account.  Then take away what you think should be refunded when the payment was reversed.  Ignore their workings or figures on the statement.  You might find that your balance will not reconcile with theirs.  I hope you understand my explanation.

    Final update (hopefully). Buyer was fine with paying cash. He turned up checked the bike over throroughly, handed over the money, had a bit of a chat about my other bikes and generally seemed very genuine. It's a Christmas present for his son apparently. Very relieved to have reached a positive conclusion. Thanks for everyone's help.

    did you pay the £17 paypal fees after you refunded the payment?

    I find it very difficult to understand  how someone can not see that PayPal do NOT refund their fees. I have had to give two refunds today and looking on my PayPal A/C under recent activity they are listed as
    Sale + £8.19
    Refund -£8.74
    Sale +£16.67
    Refund -£17.48

    Because out of the millions of PayPal accounts in existence, not all operate in the same way.
    My personal account continues to refund fees in full.

    Thought I would check this as I recently did a refund. @charlie12 is right. I sold a HDD on ebay, buyer paid, then messaged me to ship to a different address (ie not rhe ebay or paypal address). I declined and did a refund. My Paypal fees were refunded apart from 30p. From my Paypal account:
