My sister wants to move into my fathers house.... but hasn't put her house up for sale

The OP's wife wants to keep a good relationship with her sister but her sister is not helping the matter and causing the OP's wife stress and upset which to me is very selfish.
It is interesting to compare the OP's first post, (and the tone of that post), with his last.
In this connection, for the sake of accuracy (as later became clear), the second sentence of his first post should read
My father - IN-LAW died in Feb, my wife is the Executor and is anxious to get closure to the process for emotional as well as financial reasons.
Also this too me proves that wills should be written a different way so not the property but the value of the property is left to the beneficiaries this would stop this sort of issue and the property would go on the open market.The exact provisions of the will are still not wholly clear?

The mention of wills be written differently was just meant as a general comment rather than one particular aimed at the OP. if the OP's wife wants to let this carry on for another year that is her business but not for me. I guess the OP asked the question out of concern for his wife. I personally would want to get it all done and dusted. We have seen numerous times on this board how someone death and their will divides people. How its not fair, why did they get more than me etc etc.I have yet to go through all of this as my parents are still alive and I have some knowledge of the contents of part of the will but the rest I have no idea. So I have taken the view that I won't be getting anything and anything I do is a bonus.YoursCalley xHope for everything and expect nothing!!!

However, this works both ways and your wife should be explaining that she finds it distressing not to be able to complete administration and so "lay Mum and Dad to rest" as it were.
That may seem a strange idea but from experience I'd say that once the estate is finalised, there is a huge sense of relief and freedom to get on with life.1 -

I suspect the majority of wills are the simple form
Residual estate split between the kids, no mention of specific assets like a house.
no need to be rewriting anything.
