There are street views available back to 2008. The different views show different signs and, in fact, in 2008, there were no signs.0

I've just checked the pictures provided and there is a visible sign. It looks as if it could be quite dark down that lane. There does not seem to be much lighting.
If the transgression took place in December 2016 and they are not the most litigious they must be struggling and short of cash. May not survive the pandemic.
