Whether this gets to an actual court hearing will depend more on what the parking firm decide rather than what BWL decide. But you have never told us who the parking firm is.  When you do, we will perhaps be able to advise on their propensity to go the full distance. Without you knowing that, I don't think you should be making any precipitate decision to pay anyone anything.

    Which parking firm?
    It's Norwich Traffic Control.

There are street views available back to 2008.  The different views show different signs and, in fact, in 2008, there were no signs.

If you parked late one evening and saw no signs then that would be a very solid defence.  Unlit signs in the dark means no contract was formed or agreed.

Can you show us a URL 'share' link to the exact place on Google Street View and tell us which month and year the alleged event took place?
I've just checked the pictures provided and there is a visible sign. It looks bright but I can't say if it's because of the flash or there's another light there.

In 2019 (latest data) NTC issued 5,232 tickets and were involved in 45 court cases. Not uber-litigious.
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Yes, but the parking space seems to be further down the line with no Street View.

It looks as if it could be quite dark down that lane. There does not seem to be much lighting.

If the transgression took place in December 2016 and they are not the most litigious they must be struggling and short of cash. May not survive the pandemic.

I'm sorry for the delayed reply. Here are the pictures:

  • Have they enhanced the images? Can't read the signs. Is it a school car park?
