    May have been in the past but probably not with the recent law change. 
  • I hear what you are saying. PayPal are horrendous to deal with and most of these modern-day protocols are in place to protect the company, not yourself. It only inconveniences customers. 

    Coming to this website for help though was a mistake. People here only like to judge and will always assume that you are the one in the wrong because these large, multi-national, capitalists would never do anything to harm their customers! Of course not.

    I have had my own issues with PayPal of late and from reading online I can see that many others have too. They have a 1 star rating on TrustPilot, which really says it all. Why anybody would ever operate a business via PayPal is beyond me. They don't even have customer services anymore, just robots working on algorithms, the same as Facebook and Instagram etc. 

    My recommendation to you is to ditch PayPal altogether. They are actually a sinking ship. Twenty years ago, back in the days of BACS and faster payments costing £30 a time, PayPal made a lot of sense. Instant transfers and "safe" internet shopping. Well today there are so many new protocols in place to protect people against fraud that using PayPal now is just pointless for internet shopping. My anti-virus software, for example, now has features built into it that protect me against online fraud, I don't need PayPal to do it for me at a cost. The chance of you being defrauded online these days is much smaller than twenty years ago and PayPal won't help you even if you are defrauded a lot of the time, I have heard of them awarding cases to scammers many times on this site's forum and on PayPal's forum. Also every bank transfer you do now is free and instant. I use HSBC and there is no two step authentication, I log into my account online via their website giving a username, password and memorable word. I can transfer funds instantly, I can accept money without my account being suspended or closed, I am able operate and live my life without worrying about the PayPal robots closing me down for no reason. Bliss. If other banks are doing the two-step authentication then ditch them too and go with HSBC, I can tell you that they don't have that in place. 

    In terms of Brexit though I don't think it will make a difference. When dealing with my claim I tried to sue PayPal UK Ltd and they informed the courts that they had no obligation to me because my account was held in Luxembourg, where their European head office is based. I managed to send the court summons there and when I eventually got to speak to someone, almost five weeks after my account was closed of no reason, they informed me that my account would still be held by PayPal head office in Luxembourg after 31st December. So I don't think anything will change. Brexit itself is a complete waste of time. Neoliberalism is the problem and until we all realise it these kind of controls, that are there to protect the business, not the customers, will continue arise. 

    My father was telling me the other day that Betfair, who he has used as an online bookie for over ten years, closed his account the other day because they asked him to provide copies of bank statements and pay slips to prove where his money was coming from. They sent it to an email address that he doesn't check, he isn't computer savvy, he is 78 years old, he doesn't do emails, they didn't bother even trying to call him, they just have him four weeks to comply and when he didn't, because he never saw the email, they simply closed his account with them. He was just trying to have a little bet, but it seems even that isn't allowed in this society, which is becoming more and more draconian by the day. 

    I wish you the best of luck and hope that you manage to get something sorted here. Like I say, I can vouch that HSBC are a good bank that don't have all of these checks in place every time you just want to log on to check your bank balance.

    I’m with First Direct which is HSBC and cannot do anything on my bank account without my card key , the signing in with a memorable word was taken away as an option almost a year ago. 

    PayPal is widely used probably because eBay were possibly their biggest user and no one could sell on eBay without a PayPal account, although this is of course changing. Buyers generally trust PayPal so started using it on other sites. No sensible buyer or anyone who worries about fraud and scams is going to use a bank transfer , in fact many sites and forums I use to sell would ban me if I insisted on a bank transfer as Bank transfers are instinctively linked to dodgy sellers . Indeed if someone came on here and asked about using a bank transfer to buy from a stranger we would strongly warn them off.

    Care to point out where people have judged the OP or accused them of being in the wrong.
    All I can see is people explaining what 2FA is and why it's getting more and more common amongst financial service providers.

    it's quite simple,
    get a mobile phone and use paypal. (get a basic nokia and a sim card for 20p, you don't even need credit on it to receive texts)
    or use another form of payment

    This PSD2 is an EU directive, from 1.1 .2021 the EU wil have no jurisdiction over UK. We'll see.
    My paypal payment go into an bank account soley set up to act as a bucket. No credit card or cheque attached to it.
    when it gets to a certain amount in paypal I transfer it, then withdraw via that bank or a post office as needed.
    I have no intention of buying a mobile phone, I shall get someone to listen to my landline, so I can sign in then I'll finish with paypal for good.

    Currently, PDS2 regulation will be enforced in the UK, regardless of the outcome of Brexit

    Paypal is brilliant if you buy online though..  I went to buy saomething the other day and it would have been spend 20 minutes registering
    on that shops site or simply click pay by Papal enter my password and done..

    I have registered on enough shop sites already, if you use paypal they don't need you to register and add your address details, paypal provides
    the address.

  • I have nothing against an authentication code to log in to PayPal but it has my old number.  I have been advised to log in to change this but can't if I don't have a code.  This is sheer stupidity on the part of PayPal.  I have tried various ways of contacting PayPal to sort this out but to no avail; even the Moderator on PayPal's community forum (which is accessible without logging in) seems to suggest that you don't need to log in to contact it so she is clearly not knowledgeable about the site she is moderating.  Anyone got any ideas on this?  If I am charged £12 because I haven't logged in there will be hell to pay.  It is not clear incidentally whether it is in the 12 months leading up to the deadline or 12 months from that date.
