About a year ago I received a package form Amazon which was supposed to be a USB-C hub. When it arrived through the letterbox it was quite evidently empty. I purposely didn't open it, contacted Amazon and got refunded. I kept the unopened box in case they wanted to see it but they didn't (they got me to send some photos). I opened it last month and yep, it was completely empty. These things definitely do happen no matter how many times Amazon insist that it is impossible.

This is quite common. One way it happens is a scammer orders an item, puts junk in the box, and returns it for a refund. Amazon then put the box back in their warehouse to be sold to the next customer without checking the contents! In OP's situation Amazon would usually refund though. That they're not suggests either you have an unusually high number or rate of returns on your account, or they're changing their practices lately.Anyway, if you get nowhere with Amazon, approach your credit or debit card company. If they believe you they may be able to get your money back. But Amazon are like to ban you from shopping with them in future. (But then do you really want to).1

As I posted a few days ago, I did receive the wrong thing last year - batteries instead of an IPod, and Amazon were great. Once I’d signed and scanned back a disclaimer form, they sent a replacement IPod, and I returned the batteries.
I suppose it might have been because I’m a regular buyer from them, and rarely have any sort of problem.
But, whatever Amazon say, the wrong articles are sent out sometimes - whether that’s because of error or theft, I really don’t know. You can tell a lot about a woman by her hands..........for instance, if they are placed around your throat, she's probably slightly upset.1 -

I think this is key - Account history. I recently had an order delivered without the mobile phone in the box. Amazon wouldn't any of have it and insisted I get a police report. Even once I gave them the details they still wouldn't refund me, it was only on one of the follow up calls I made to them that the operator happened to mention that because my Account was so new that might likely be why. Then once I explained that I had to make new account because I couldn't get in to my existing one without a mobile phone for the verification code, and provided them with the other account details, that seemed to make them either investigate things properly or just give me the benefit of the doubt and issue a refund pretty quickly.

except the orders are completed by robots not people.
That could explain the item(s) being packed into boxes 10 times too big and the empty space stuffed with foul smelling brown paper.
