GDPR and DWP

The DWP don't need your authority because they weren't speaking to him on your behalf.  As has been said, it sounds like they were conducting their own investigation into your finances and checking the details you had given them.

As you say, you don't know if they gave him your whereabouts so, until you know for sure that they did, I don't see that you have anything to complain about.
