Yes they do.  I am one half of a mixed age couple.  I receive the State Pension but my husband has not yet reached State Pension Age.  I will be getting the £200 paid into my bank account some time before the 23rd December 2020, according to the letter I have received from the Winter Fuel Payment Centre.  Once my husband starts to receive his State Pension the money will be split between us, until such time as I qualify for the higher rate.  Then I will get £200 and he will continue to receive £100.

You have to have met the qualifying criteria in the week 21st September 2020 to 27th September 2020.  If you haven't had a letter about it then you should claim here:  https://www.gov.uk/winter-fuel-payment/how-to-claim

You can do it over the phone or by post.  Mixed age couples CAN DEFINITELY claim it, this will be the second year that I've received it.

My partner was 58 when I reached pension age at 65 years of age. I continued to get £200 until my partner started to get state pension at age 61 and three months. Since then we have each received £100.

I think it's 80 years old. But you have to have turned 80 by the qualifying week.
