Civil Enforcement Ltd Parking Charge at Ibis Hotel

I've received a Parking Charge Notice from Civil Enforcement Ltd for an incident back in July 2020.
I've just checked their parking signs via Streetview and the
dropoff limit is 10 minutes free, otherwise £5 per hour. The car was
there for 15 minutes according to their records.

What happened when you complained to the hotel manager/CEO?
If the incident date was July and the NTK was only issued this month, then the keeper cannot be held liable.
Please confirm the dates, and that this is for the same event, and this is the first correspondence received.
The NTK wording also fails the requirements of the PoFA so that's a fail too.

Send the appeal template in blue text from the NEWBIES from the keeper, and add a one liner that since the NTK was issued too late for the keeper to be held liable, they should cancel now or pursue only the driver, who will not be named.I married my cousin. They have 6 months to obtain keeper details from the DVLA , to answer your question !
CEL do not comply with POFA so a keeper has no liability in law , the driver does , if revealed
A landowner cancellation is always best , plan A
Otherwise appeal as keeper using the blue text template from the newbies FAQ sticky thread near the top of the forum , do not miss the 28 day deadline for appealing

Just briefly hopping onto this thread to check something. As a vehicle owner, I have an almost identical notice to this from the same place, incident date 23 July, letter to me as owner dated 12th Nov. The hotel in question is currently closed due to lockdown with no opening date on its site, but I suspect it wont be open until after Dec 2nd so I cant get the hotel owner to intervene. Within the hotel car park is an electric charge point, the driver of the vehicle was using that. Normally the driver would tell the hotel reception the vehicle reg and they would enter that onto a keypad in reception, that then makes the parking free, but on one occasion during lockdown1, the driver was told its ok, the cameras are "not working" or "not on at the moment" and the keypad where they normally enter vehicle regs was dark (not turned on). I suspect it was this date as there were 4 charging visits in July, and another 6 from August up to the current date. So with that brief history of why the vehicle was there, do I skip the hotel / landowner intervention part as I cant get hold of them and go straight to the blue text template? Should I add into the template the use of the charging point or not, as the vehicle owner I also have a receipt with charge time which matches their 26 mins timing, or does that just confirm my vehicle was there which is just giving them a confirmation.Thanks in advance0

Thanks for the responses, this is now sorted via a quick call to the hotel. The receptionist immediately offered to contact Civil Enforcement and cancel the Notice without asking any details other than Ref and Date. They said I shouldn't have received it after all this time. I guess Civil Enforcement are clutching at straws and scraping their database for anything as lockdown squeezes their profits. Would be a shame if they went bust.It was refreshing to speak to a business who understands that winding customers up with spurious 'fines' is perhaps not great for repeat trade.

CEL have a bad history, the hotel did not do it's checks before taking them on2 -
