Urgent Advice Needed - Broadband speeds!!!

Hi guys,
Wonder if someone can help?
I'm renting a place at the minute and need to move out pretty urgently as my landlord is a friend and he needs to move in ASAP. My current apartment is only 12 years old but can't get broadband speeds above 2-3mbp (on a good day!) and I've barely been able to live the past 10 months even having tried using 4G router etc instead. 

I've found a place available nearby which is only 15 years old and first question I asked letting agent was could they get decent internet speeds of which he said he didn't have the details. I've had a look at a few online "broadband checkers" and it appears they're saying 10mbp average / 1/2mbp guaranteed. I don't need mega fast fibre but surely 15-20mbp isn't unreasonable to expect for someone who lives in a major city?!

I'm not sure I trust any of these sites tbh as my sister is round the corner and the info they have for her postcode is incorrect. 
Can anyone advise on a website that can give me an accurate estimate of speeds or is there anyone (BT Openreach?) I can ring to discuss the issue. I've had so much stress over my current place I couldn't cope moving I to somewhere with exactly the same issues.😩
Sorry for the long post but would really appreciate any advice.

    It depends upon the distance from the local cabinet and the quality of the line to the premises .
    Have you put the actual postcode in to check .Asked the current occupier ??
    Is this speed at the old property over wifi or are you measuring the real speed at the router via Ethernet .

    <p isn't unreasonable to expect for someone who lives in a major city?!>
    Major cities don't get special treatment  , as said depends upon the distance and line .

    Cheers for the reply. Yeah I know a bit about cabinets etc as spoke to an Openreach engineer about it all when he came to my current place. The exchange here is over 1.5 miles away and there's no Fastfibre option (management company for the apartment block refused it although the houses on the estate have it!) so there's never gonna be any improvement in speeds until FF is installed. I was advised a 4G router would help by another resident who was getting 20mbp on the 2nd floor of the block next door but our estate is surrounded by trees and a railway line which completely kills the 4G signal for me as I'm ground floor as well which doesn't help. Line was tested by ethernet also. Bit of a perfect storm really.😂

    Re: the new place. I did the online postcode checker (10mbp average and guaranteed 1-2mbp) and I asked the letting agent who doesn't have the info. I think he knew there isn't the capability for FF but didn't want to say! I've spoken to a couple of residents a few minutes ago who say they get around 10mbp on average. Apparently FF has been requested but they were  told by management company that until so many residents request it they won't do anything (so pretty much like my current place). Ironically the same resident says all the rest of the road have FF.😟 I've just done 3 or 4 4G signal tests on my phone outside the property from ground floor and it ranged between 37-50mbp (I'll be on 2nd floor so better signal right as it's unobstructed outside?). 
    I think best option would be to test my 4G router when I move in with unlimited data SIM which should give me best speeds I would imagine.
    I only need to WFH and to stream stuff online and I'm so gle so no multiple users.
    Oh and appreciate city dwellers aren't special cases but was more implying that you would assume the infrastructure is better to provide a better service if you're in a built up area.😁

    Cheers MG. I've seen that site before but couldn't work out how to get my Access Line ID or UPRN! Is it easily available?

    Ah ok got ya. I won't be having a landline so I'd have to work out what one of the others are to check. Looking at the 4g signal round there I should be able to either use the 4g router or at least tether from my unlimited data phone SIM so I doubt I'll bother with broadband until they install fibre.
