    Yes - for indictable offences such as murder, rape, armed robbery etc.
    But it's not available for most summary offences, including using a TV receiver without a licence.
  • You need to establish the facts - did you or did you not have a valid license when they called? 

    Do you have anyone that can help you? Social worker, friend, family member?

    If you signed the paper without reading it, then you should pay the fine in whatever way is cheapest.

    If you take it to court and say you didn't read it, or that he tricked you into signing it you will look stupid and still have to pay the fine.

    Being a bit more optimistic, anyone pleading Not Guilty to the Evasion offence will be in a tiny minority of all such cases, and therefore should have the Magistrate's undivided attention.   There can't be too many Magistrates who haven't at least heard of some of TVL's shenanigans.    As long as the facts are clear, it's probably worth going over what happened in Court.   The alternative is an automatic Guilty verdict, and corresponding fine.

    OTOH, in the UK, even if evidence is undermined in Court, it isn't automatically excluded.

    I should think that this has probably been resolved one way or another by now as the OP hasn't returned
