Who has told you to phone and if you are in contact with someone at HMRC why couldn't they sort it there and then? They've never asked me to phone when I've declared the income to them in a letter.John464 said:

HMRC start sending out reminders from October-November. As I posted earlier, I tried to do a self assessment, was directed to a questionnaire, which said I do not need to do a self assessment. Presumably because dividend income is below £10,000RobHT said:
