I saw some nice ones with a small heel in Shoe Zone the other day at only £10/pair. Unfortunately, I couldn't justify another pair of boots, so I didn't go in for a proper look! I would also consider trying Matalan (if you can find a clearance store then they are even cheaper).
Last year I got some nice zip up boots there for £12.50 - normal store but in the sale.
I have slightly fat calves and I have found that some styles won't go round and others will so I think it's important to have a look at different boots and some a thin and some have elastic or are just wider.
TK Maxx are also good.
I got a very nice pair last weekend for £35 which were reduced from £135.
I never believe RRP but these were a very nice soft leather so looked a lot better than some cheaper pairs.
Also consider some of the outlet places.
Clarks in Street has a good selection of shoes (unsuprisingly) but there are plenty of other outlet places all over the country.0 -

Ok, I have incredibly fat calves (I put it down to lots of cycling, but I actually think God was having a bit of a laugh when he made me) anyway, I have found some truly amazing boots that it's worth a look at simply because they are so comfortable and CHEAP (between £8-15 on different ranges) at Primark. these are great recommendations for larger calves - but I've never found any cheap high street boots for thin calves. The duo ones are the only ones I've bothered getting. Everything else looks like you're wearing wellies.0

What size shoe are you? I am a size 5 and i find that sometimes i can fit better into childrens shoes. I bought a pair of knee length boots from Tammy in BHS last winter. I think they cost about £16 but they fit nicely round my skinny calves. I also have a pair that i got from Barrats a few years ago. They were expensive but have lasted a long time and are a very good fit. I looked for months and months for some that wouldn't slip down or just look odd. HTHNothing to declare

There's def a niche in the market here - I'm a size 10 but must have skinny calves cos I can never find any boots that fit my legs...end up looking like I'm wearing wellies ! :rotfl:
I nearly treated my self to some duo boots last year in their sale (too pricey for me otherwise) but I'm wary of buying shoes & clothes online - I like to try stuff on so I'm desperate to find somewhere skinny boots on the high street. I'm a size 6 sometimes 7 in shoes so childrens are no good for me unfortunately.0 -
I'm also a size 5 and got a great pair from Tesco's childrens section for £16 which are a bit tight on my calf but if you are a skinny they might fit you better0

I got mine from River Island. Set me back £70 but excellent quality with extra heel tips in the box and a voucher for free re-heeling from Timpsons. They do have a bit of a gap between the boot and my leg but look gorgeous. Well worth every penny in my opinion!0

I have the same problem - skinny calves.
I found myself a pair in ravels which had a strechy panel at the back of the boot, they were £95 and I wore them until they were no longer repairable!
I have seen a similar style in Bay Trading, however their one's aren't leather. They are a very good fit for skinny legs though!0
