UKPC parking over marked bay in the rush hour and full car park

So sorry for posting as I’m sure it’s been asked a million times maybe just couldn't find a similar case.
So I was been given a parking fine over marked bay lines at retail shopping car park by UKPC who are part of BPA. The car park was quite full and the car next to mine was parked out of bay so I was forced to park outside the bay , I believe that is obstruction. I did appeal at the UKPC on the day one so they send me a reject letter today with POPLA Reference and as well was mentioned that if I decide to appeal at POPLA and lose there won't be a chance to pay discounted rate of £60 instead I will be paying £100. I will attach the photo of the car which was used for the first appeal and I will like to ask your professional opinion if I should appeal to POPLA or pay the fine instead ?
Thank you a lot for your time and help.

It's not a fine , it's a PCN , an invoice !!
Did you out the driver on the appeal ? Or not ?
What happened when you followed plan A from the newbies FAQ sticky thread near the top of the forum ?2 -
Yeah that is right, and Yes I did let them know that I was the driver.
I will upload the PCN as soon as I reach home in next few hours.
Thank you for your prompt reply.0 -
Very foolish to tell them who was driving , it loses the keeper protection under POFA , so less appeal points at Popla
Your main appeal points to Popla are
No landowner authority
Poor and inadequate signage
I have been coming here for over 7 years and never see a point about obstruction , it's more like frustration of contract
You did not mention trying plan A , plan A in the Newbies FAQ sticky thread near the top of the forum is your best option , it always is
Get a written complaint in to the retail park management or landowner asap2 -
Is that worth to contact the retailer and complain about the UKPC ? Would that help ?
Thank you in advance for your help0 -
Everything helps , why wouldn't it ?2

When you were looking in the NEWBIE sticky and "didn't find a similar case" did you see this: -peter_mitu said:Is that worth to contact the retailer and complain about the UKPC ? Would that help ?
Thank you in advance for your helpAction to be taken if you are the registered keeper of the vehicle, in this order:The advice is shown for you to see that complaint to the retailer is ALWAYS the best option. Don't appeal to them, complain to them that because of the selfishness of one driver, a customer at their store, you have received a PCN. If the car park operator was doing their job properly, the obstructing car would have been removed/dealt with and you would have been able to park properly.
1. ALL CASES, EVERYWHERE - COMPLAIN FIRST, ESPECIALLY OVER A RETAIL, HOTEL, OR HOSPITAL CAR PARK:
Always complain to the Retailer very quickly. This is 'Plan A' :
If that is a picture of your car, I think you have good evidence.

You already know not to pay £60 and how to appeal to POPLA, but don't miss the deadline by waiting to long:so they send me a reject letter today with POPLA Reference
Do all of their photos show that person with the boot open and if it was you why didn't you stop them and move the car?
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thank you all for your reply's, I did contact LIDL and they told me that they can't help and I should contact the parking company, quite upsetting. I did make a mistake and I first appeal on day one, and I did confirm that I was the driver on that day. The Grey
BMW is my car, and at the time I parked there because was no much space where else and the one I found was near the black Vauxhall which was out of the bay. I will attach the photos of PNC and the photos from their site of the proves. So please let me know if is still worth appealing to the POPLA and if so could I use the template from "UKPC Popla Appeal Help"?

Complain by email to the Luck CEO , direct , with a copy of the PCN , and copies of the receipts
Try and find out who owns the Greyhound retail park and complain
Stop rushing , popla is a last resort and the code last about 32 days
This would have been easy to win at Popla if you hadn't dobbed in the driver , loose lips and all that , so as you have made one mistake , stop rushing in case you make more2
