Strange smell coming toilet

There is a strange and very strong paraffin smell coming from our small downstairs toilet which consists of toilet and a radiator no sink and mains for gas which national grid came and inspect it. All clear. Still that smells comes and goes. It only come some times on cold seasons. Summer time it's fine.

I need some help..

You have LPG heating or Oil ??as this is LPG Oil section .

Is it only when radiator on ??

I'm guessing oil.
