WY Parking Notification of liability

Hi All,
Hope you can help.
Somebody was driving my car in 08/08 August and was issued with a PCN, it was left with them to sort as they said the owner would cancel it. Fast forward a couple of months and i've moved house and been away. Managed to get old letters from the previous proprty and have had a NTK issued on 11/09/2020 and then a notification of liability on 12/10/2020. So i've not been able to respond with an appeal.
Can I still appeal, or what should be my next steps?
Thanks
Hope you can help.

Too late to appeal. Try to get a landowner cancellation. Thereafter await WY Parking's next move which might be nothing (unlikely), debt collector letters (probably - which you can ignore, see the NEWBIES FAQ sticky, fourth post), or court proceedings (always a possibility with COVID-reduced income levels). Come back if you get a Letter of Claim from WY (or their solicitors) or a formal court claim from the Northampton CCBC - in which case the NEWBIES FAQ sticky, second post will take you through the process. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Ok, so its not even worth putting an appeal in, considering the change of address?Umkomaas said:Too late to appeal. Try to get a landowner cancellation. Go ahead, I'll let them tell you it's too late.strewberry1 said:

Thanks, I just didn't know whether they would consider this, or if I could then subsequently appeal to POPLA. I gathered thats what their response would be but, I haven't ever been in this predicament.Umkomaas said:

Access to POPLA evaporates with the expiry of the PPC's 28-day deadline for the initial appeal.strewberry1 said:

We don't necessarily have to have been in one to have the knowledge required to advise on it !

Have you updated your V5C and driving licence? You should also now send a Data Rectification Notice by e-mail to the DPO of the parking company informing them of your new address for service and requiring them to ERASE your old data and to inform ALL of their agents of the new address.strewberry1 said:Fast forward a couple of months and i've moved house and been away. In my opinion you should send in a late appeal pointing out that the keeper had moved and never received the original NTK.
It will no doubt be rejected, but you can always show a judge at a later date that you were being reasonable and tried to resolve the issue at an early date.
Do send the DPO rectification notice as advised above. Make sure you use the all important word, "erase". It has a specific meaning which is why Le-Kirk highlighted it.I married my cousin. I had to...I don't have a sister.

Driving license has been updated, I need to check V5C, forgot about that.
Is this ok to send them?
DPO to WY Parking services
Dear Sir/Madam
I have been made aware that a NTK has been issued to me as the owner of the car regarding a PCN (XXXXXXXXX) on 08/08/2020. I have moved addresses and therefore had not received this notification. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner. There will be no admissions as to who was driving and no assumptions can be drawn.
However you can ERASE my old data and inform ALL of you agents of the new address:
XXXX
XXXX
XXX
Regards
XXXXX0 -
You cannot do the appeal to the DPO , do the appeal to wy in the manner described on the PCN
Do the data rectification notice to the DPO at WY by email , attaching proof of the new address , ideally attaching a copy of the updated V5C as proof of I D under the GDPR law
Even if it's the same person3
