Since clamping and towing were outlawed in 2012, the ONLY legal ways for landowners to stop people parking where they don't want them to are to install physical barriers to prevent them driving in in the first place... and to get all the signage up to allow penalty invoices to be issued.

Unfortunately, there are many people who think that second measure is somehow immoral, and there are various internet resources devoted to helping people escape the consequences of their own selfish parking.

Apart from that, whether this person is allowed to park there or not, there is not a thing that can be done to stop them.

It's not as if the 4 visitor spaces will be in use all at the same time for the next month anyway so no major problems at the moment

You might want to check Deed of Conditions. It may have restrictions on who can park what where. My DoC does.

Whatever you or the management company decide to do, do NOT be tempted to employ a parking control company else you will be featuring on the parking sub-forum of this board!

Beat me to it ... I agree 100%.

Not possible on private land ... only an Authority can issue penalty notices. :) (I accept that you also use the word invoices, but preceding it with penalty makes the phrase illogical - you either have a penalty or an invoice ... it can't be both). :)

Let's not play semantics in an attempt to deny reality. It is an invoice that is being issued as a penalty for parking where somebody has no right to park.

    Hi,
Can anyone tell me what the rules on parking are for small privately owned flats?  We have recently had a non-resident park their work van here for a week or more and has recently started to park here again! Apparently as his mother owns 2 of the flats he is “entitled” to park here even though neither he nor his mother live here!
    Thanks in advance.

But the semantics are important ... invoice <> penalty. Penalty has lawful backing ... Invoice is an alleged debt, and trying to establish the invoice as a penalty deterrent is at least unlawful, if not illegal. Whether the invoice amount can be deemed an agreed contractual obligation is another matter (and is how the parking companies try to position this).

The people she rents to use the parking spaces allocated to their particular flat. This person is parking in one of the very few visitors spaces... we only have 4 visitors spaces
Speak to the freeholder or whoever manages the property. Visitor spaces will be for visitors to the property, not for relatives of rental properties with spurious claims to use.
Depending on the age of the property planning permission may have required parking for visitors.
