Since clamping and towing were outlawed in 2012, the ONLY legal ways for landowners to stop people parking where they don't want them to are to install physical barriers to prevent them driving in in the first place... and to get all the signage up to allow penalty invoices to be issued.
Unfortunately, there are many people who think that second measure is somehow immoral, and there are various internet resources devoted to helping people escape the consequences of their own selfish parking.
Apart from that, whether this person is allowed to park there or not, there is not a thing that can be done to stop them.1 -
It's not as if the 4 visitor spaces will be in use all at the same time for the next month anyway so no major problems at the moment0

But the semantics are important ... invoice <> penalty. Penalty has lawful backing ... Invoice is an alleged debt, and trying to establish the invoice as a penalty deterrent is at least unlawful, if not illegal. Whether the invoice amount can be deemed an agreed contractual obligation is another matter (and is how the parking companies try to position this).AdrianC said:
