Partial Refund from ABTA for company gone bust

Hi,
I booked a cruise with CMV through Cruise118 due to depart March 31st. I paid in full in Dec 2019.
Cruise was cancelled due to Covid and I took a future cruise credit (125%) and used that to book a cruise for next year.
CMV went bust in July so I started a claim through ABTA for £1322, the cost of the original holiday which was the amount I had paid. I've had an amount of £1132.38 paid into my account from ABTA Ltd but no communication from them as to what that is for and the claim is now showing as Closed/Settled on their website. ABTA aren't responding to queries and Cruise118 are none the wiser.
Does anybody have any idea why haven't received the full amount, and how I go about getting the missing £189.62?
Thanks

Agents commission?0

Is the underpayment the 25% (on the 125% voucher) ?
If so I would think that this was a future travel and booking inducement from the cruise line. When they went bust the marketing inducement went with them.0 -
Thanks for the comments. It was around 15%, so could be the agents commission. It wasn't the 125% as I only claimed the amount I had paid (backed up by credit card statement). The biggest problem is the lack of explanation from ABTA so I don't know who or how to claim.0

It sounds to me as though ABTA have paid the net amount received by CMV from your travel agent and the rest should come from the agent themselves, so start there. I know ABTA's claims team is working from home so things are taking much longer than normal, but they will respond if you have already sent a query.0
