Those not offered immediate employment are placed on the 'Reserve List' and typically stayed on there for about 12 months, although the timescale does vary.There will have been comparatively little recruitment during the last 12 to 15 months, but I tend to agree with your suspicion that a job offer may never come along. You should certainly continue to seek other employment, and not bank on this job actually materialising.
