Your application has been successful in so far as you were not given a 'No' answer.  You have met all the required criteria, but there are not sufficient jobs available for all in that situation.  Those not offered immediate employment are placed on the 'Reserve List' and typically stayed on there for about 12 months, although the timescale does vary.

There will have been comparatively little recruitment during the last 12 to 15 months, but I tend to agree with your suspicion that a job offer may never come along.  You should certainly continue to seek other employment, and not bank on this job actually materialising.

They can extend it as many times as they want , until the list is exhausted, all the vacancies are filled OR they decide to cancel the whole recruitment campaign.

Your not guaranteed a job just because you are on a reserve list. Don’t get your hopes up.
