Don't they ask you to use the letter following each of the letters for the organisation issuing driving licences? Read the question very carefully. It hasn't changed for years and many people get referred there and manage to sign up.
As I said, the solution is to read the instructions carefully. If you cannot work it out then you'll miss getting some very useful guidance.0 -

Correct it is London. So you are saying within that time, anyone WITHOUT a permit should not be parking there, only outside the time specified on sign?1 -
Providing there are no other signs enforcing restrictions as well as that sign above
The important thing is to check all signage , there may be just that one , or could be something else as well
Yes , ideally it would be one sign covering everything , but council's love putting up sign after sign , which sometimes conflict with each other1 -
