did you check if you would have been able to claim on your travel insurance if you chose not to travel?
if so, you would probably have been better claiming for these flights and booking new ones in the future when travel was a bit more certain 
Many flights have continued to operate through the pandemic, many passengers have chosen to ignore the advice given and travel on holiday. Don't assume that people are compliant and the airline is operating empty flights just so they don't have to pay refunds (operating a flights is an expensive business)
The fare rules of the ticket when you purchased still apply, Many airlines have chosen to offer goodwill and overrule these, Ryanair has removed the change fee for flights over 7 days away so would only charge fare difference. For flights within the next 7 days the normal change fee + fare difference applies.
How far in advance were your flights....were the outbound and the return both within 7 days (2 x change fees) or just the outbound (1 x change fee plus 1 x £0 change fee)
How much of your £360 is the change fee and how much is because the new flights were more expensive?

You wanted to rebook, Ryanair charge for this and the guidance by the CMA is just that - guidance.
I think praise should be given to Ryanair for allowing rebooking at all - legally they didn’t have to, as the flight still ran. You just chose not to get on it as per the Gov advice.
