The required speed for 4k uhd content is 40mb ( BT's figure used for planning network capacity to cope in future )

With sky Q you have the capability for uhd streaming via the box ( 4k is not transmitted but streamed , sky have announced that going forward they will not use a dish )

If upgrading and there are only pennies in it then I'd future proof now by getting the fastest speed and on on fibre

the "minimum" required speed for watching a 4k movie is in the area of 25mbit. of course you should aim for a bit more, in case you are watching a 4k movie & browsing etc with another device. everything beyod 40mbit just increase your upload, which would be beneficial if you upload many and or big files. and the downstream increases as well. if you download full movies, series or big game and want to have it downloaded as fast as possible - so bigger the number on your BB so better.

For normal browsing i would say something in the area of 5-10mbit is more than sufficient.

here are some examples of what speed is minimum and recommended.

£21/m a month is very cheap for any broadband so if Sky are offering you 60 Mb/s for this price, I would bite their hand off.
I would also check your estimated speeds here, to get confirmation (use the 'address' option if 'phone' option doesn't work):

Oddly the phone number checker doesn’t work. But the address does.

The premise/line is associated with exchange where WLR is not withdrawn.

The premise/line is associated with exchange where SOADSL service is restricted.

    FTTP is not available.

For all ADSL and WBC Fibre to the Cabinet (VDSL or G.fast) services, the stable line rate will be determined during the first 10 days of service usage.

Actual speeds experienced by end users and quoted by CPs will be lower due to a number of factors within and external to BT's network, Communication Providers' networks and within customer premises.

The Stop Sale date for IPstream is from 31 Oct 2013The Formal Retirement date for IPstream is from 30 Jun 2014

In order to be eligible for handback, downstream speed should be less than Downstream Handback Threshold values.

If you decide to place an order for a WBC fibre product, an appointment may be required for an engineer to visit the end user's premises to supply the service

Thanks, the FTTC estimates above are a little muddled but it seems you should get anywhere between 60-80 Mbps so Sky's estimates of 60 Mbps (minimum?) are correct. In which case Sky's offer of £21/m for 80/20 FTTC (up to) is a cracking deal, you won't it cheaper elsewhere :)
