Raw plugs for 6 x 100 screws?

Screws aren't ideal for bearing weight laterally. I would use resin anchors to hold a piece of timber to the wall then nail joist hangers to that.1

Can someone please recommend spacers i could use to leave a gap between the wall plate and the house wall in stead of me using cut up hose pipe?
