The point is: which code of practice should they follow? IPC or BPA? Should I go with what they say on their website about "being bound by their code and ethics"?0 -

They are IPC AOS members, so follow the IPC CoP
Being BPA corporate members does not assist you. Just assume you won't get anywhere with BPA references. The fact that their website is not up to date is irrelevant

So here is a lesson on not to believe everything you read on a parking company's website.
That information you have quoted is from their Ethics & the Law webpage.
It mentions in big letters the Independent Parking Committee.
The IPC changed their name to the International Parking Community several years ago - in 2016.
It talks about the ParkingEye v Beavis case as 'late last year'. That case was concluded in 2015. That alone should give you some idea how out of date they are.
They go on to say they are bound by the Data Protection Act 1988 and therefore cannot disclose the site owners details. Two things wrong with that 1) the Data Protection Act 1988 was replaced two and a half years ago by the Data Protection Act 2018, and 2) there is nothing in either of those acts forbidding them from telling anyone who owns the parking place (unless the owner is an individual - which is unlikely).
