You're making more out of this than there needs to be - DVLA won't cancel your licence just for an incorrect DOB. Just renew your driver's licence using your "official" DOB on your passport/other documents.0

My understanding is that a passport is seen as a more definitive identity document than a driving licence. Therefore the driving licence can be changed to match the passport, but not the other way round.When you apply for your new driving licence use the DoB from your passport and all should match up.I’ve no idea how you could get your passport changed when you’ve no proof at all and the only documentation you did have has the 22/9 DOB on it.0

Sorry to be the bearer of bad tidings OP but I know from personal experience (just a couple of years ago) that the DVLA can, and will, immediately revoke a driving licence when the DOB on their records is deemed to be incorrect/inconsistent.
I don’t know what checks the DVLA perform when you simply change address but perhaps they are just perfunctory and the discrepancy between your DVLA date of birth and your Passport date of birth will pass undetected. If the discrepancy is detected then the possibility of your licence being revoked without notice should be considered.
Getting the DVLA to update your DOB from other official records, Passport/Nat.Ins number et al, would on the face of it appear to be an easy task, but sadly it isn’t.
The DVLA staff are guided by strict procedure and are unerringly inflexible in their attitude. There is an appeals process for ‘revoked licences’ but it can take many months (who knows how long given the current situation!). All the while you may be left with just a provisional licence.
Unless the DVLA have updated and streamlined their process in recent times (I sincerely hope they have!) you may find your licence being immediately revoked. I genuinely hope it doesn’t get that far but I think you should prepare for that possibility. Good luck.

The DOB forms part of the driver number allocated by DVLA when your driver record is first created. Any convictions, restrictions, penalty points all get recorded against that driver number so changing the DOB isn't as simple as an address change.. They will have to start a new record and close the old one and link them together, but this is something that happens all the time when a driver changes their name ( e.g. after marriage). That also generates a new driver record/number and gets actioned quickly and doesn't prevent you driving whilst it happens.
Will be a case of submitting evidence they need to support the change.0 -

The DVLA ‘driving licence change of address’ can be performed online. One of the first questions is ‘Date of Birth?’
Which DOB might you give them? The DOB on your driving licence or your Passport DOB?
I assume your Passport DOB would raise an instant red-flag as it wouldn’t match DVLA records.
However, you must also provide the following details, quote “Provide your driving licence number, National Insurance number and passport number if you know them.”
Note: “...if you know them!”
I’m certainly no expert in DVLA procedures but whichever DOB you choose to provide I imagine (perhaps wrongly!) that the DVLA systems will perform a few cross-reference checks and the DOB anomaly across the various platforms would quickly come to light....and then what????
