Does Paypal Resolution Centre actually DO anything??

I bought 3 x 3D printed plastic models from a guy on eBay and paid by Paypal ( Yes, I know...face to face and cash only but no on local was doing them). They arrived, but two were broken, one completely in bits. They were in a thin padded envelope and wrapped in a carrier bag!

I contacted him, he said he'd chase up Hermes and let me know...I pointed out that was between him and Hermes and I requested a refund and I was happy to return them if he paid the return postage. Result being no result at all..................

Took it up with Paypal and went through the swap messages with buyer.. no joy..and ended up escalating my claim for a refund. I've sent Paypal pics of the package, carrier bag and damaged models as proof. That was September 9th and every time I check with Paypal Resolution Centre it's  " we're reviewing your case and will get back to you as soon as possible ". It seems impossible to make contact with Paypal , the phone line is a loop the loop and no joy, and sending an e-mail didn't get a response.

Anyone any idea how long this situation will go on, it's very frustrating.  I've only ever had one such situation many years ago and it was sorted in about 10-12 days and I could actually chat on line with someone from Paypal... not so now.

    Do Paypal not normally require you to return the goods to the seller and upload tracking? (I think they also have a scheme to assist with the return costs).

    Yes, by law the seller is liable for such costs ... but Paypal Buyer Protection is additional to your rights, so you can only enforce such rights against the seller - not Paypal.

    Normally you initiate a return on eBay, then you are automatically refunded when the tracking shows the return as delivered. Did you do this?
  • Oddly enough, the money was refunded in full about 30 minutes after I posted this!  Spooky coincidence, but I'll settle for it :)

    Easy in hindsight, but you should have opened up a claim on Ebay for SNAD (significantly not as described).  Ebay would have given you a pre paid label for the return and a refund would have then followed.  

    Paypal require the buyer to return an item (via an online trackable means) at the buyer's cost.  Have you been told to return the item by them yet?

    As a buyer, paying with Paypal/buying on ebay is very safe so I'm not sure of your face-to-face comment....had you followed the procedure for claim correctly you would never be put at risk of losing your money.
