My partner and I are joint tenants in council flat and have children under 16. According to the tenancy agreement (secure), we have one succession right. If I were to die, it would be going to my partner automatically and this would count as succession. After the partner dies, the adult children would be asked to leave the flat. 

I have come across a story, in which a person was asked to leave the in laws with her adult children. The person's children have jobs and some at university. The person applied to council and was offered a temporary accommodation then a secure accommodation. How is this possible, when the person was single without any dependant children. The adult children do not live with the person. 

Is there any way I could change the council tenancy in future, so my children aren't asked to leave the flat?

    One succession is one succession. Many councils don't allow joint tenancies unless it's between a couple anyway so no inter generation joint tenancies. 

    Your children would be free to apply for council housing in their own right. The chance of success would depend on several factors. 

    Single people can be offered council accommodation according to their own circumstances. Sounds like the lady in question was effectively made homeless and turned to the council for help. 

    Social housing doesn't just go to people with dependent children!
  • "The Person" could have had other needs that defined her as vulnerable that you know nothing about, or her adult children could have (I have two autistic sons, one an adult, I am autistic, no one would know I was autistic, and probably not with one of my sons)..
