Who owns the wall the sign has been applied to? you sad our wall, that would indicate it is under your ownership is that correct? What do you mean by public land? is this land thats mainitined by the local ( ie parish/district/county) council? In the first photo there is white sign with red writing cropped off, what does it say?STPAwiAlso who are your agents? what right do you have to park in that space/area?While this may put a few more questions in your way ( and probably more will be required) when dealing with private pakring companies there are a few things that you need to be absolutly clear on, then once all the ducks ar lined up in a row, so to speak you can pop them off one by oneFrom the Plain Language Commission:

UCPS appear to be neither a member of the BPA or IPC, nor do they have a website nor are they registered as a business at Companies House. It's just a frightener sign.Try their telephone number - last used for the Weatherfield News on Corrie! 😆Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

What does the term 'authorised visitors only' mean, and have you checked with the Managing Agents that they haven't contracted with this PPC?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

If its a spoof sign, then its better than having a PPC nfesting the area. However you should use this as a reason to investigate the situation around your area with regards to parking/access etc in case the scare sign is replaced with a real PPC, plus it wll help with any other ptoeital issues that could rear their headFrom the Plain Language Commission:

I very much doubt if they whoever would win a criminal damge case if somebody emoved it. Also, it looks very high.
Nine times out of ten these tickets are scams, so consider complaining to your MP, sometimes it can lead to cancellation.,
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers. On 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, and hopefully this will become law shortly

"terms and conditions set out below"
Yet nothing below that statement appears to be any sort of condition of parking.0 -

''If you have been contacted by 08081 570000, you ought to be extremely cautious about answering their calls. The caller ID has almost certainly been spoofed with an officially reserved freephone number, either as part of an elaborate prank or worse yet, a malicious scam''.
I'd take that down.
