Dimplex Quantum, I can't for the life of me work out how to use them

That wiring, especially the first pic, looks like the most amateur and sloppy bodged job I've ever seen. No switched neon, and the switch cover is on sideways. Wiring trails on the floor, not cable clipped to the wall or run in trunking. The live wiring behind looks like it can be reached by shoving a blade or screwdriver through the gap in the skirting board (I really hope there are no children in this property). The boost circuit is just plugged into the 13A ring main, not hard wired.
Those meter tails don't look so great either, they're too short for the distance?
No way that this can have been done by a professional sparky, and no way would it pass an EICR. If it's indicative of the LL's overall approach to maintenance and tenant safety, then I would be worried about more than the heating supply.
The sticker on the CU appears to show an inspection done as recently as 20/7/20. Have the Quantum's been fitted more recently maybe?No free lunch, and no free laptop0 -

This is starting to go over my head so I've taken notes of everything everyone has said and have now also spoken to my landlord - they are sending an electrician round this week and I'll mention all your concerns. Thanks so much everyone, fingers crossed I'll be warm again in a couple of days0

Did your tenancy commence after 1/7/20? If so, it's a legal requirement for the property to have an EICR at the start of the tenancy. Does it?No free lunch, and no free laptop0
