Dimplex Quantum, I can't for the life of me work out how to use them

I've just moved into a new rented flat which is fitted with two Dimplex Quantum QM125 and have read all the documentation, and even watched all their videos on the settings. And literally the only way I can get heat out of them is to put them on a 4 hour boost when I get home from work, they just won't act as storage heaters, even though they do seem to hum all day. Is this an issue anyone else has had, or could anyone help me work out what I might be missing in the settings.
These are the settings:
- I have factory reset them both (turned off for 10 seconds)
- Both set to 26C
- Both set to Comfort On
- Both set to home all day
- Set date and time on both
- The fuse spurs on both are switched on
Any hep would be appreciated, or if anyone could point me in the right direction to get help - it's getting cold out!

Do they have two power feeds (E7 and 24hr)? Are you able to confirm if the E7 supply is live, eg neon indicator on switch lights up overnight?0

OP has confirmed that 'the fuse spurs on both are switched on'. So, they have two feeds.
Next question is to the OP: do you have an E7 dual rate meter? Are you on an E7 tariff? New flat, as in new build, or newly rented? It wouldn't be the first time that a clueless LL has fitted the wrong heaters for the installed metering.
Since the peak rate boost function is clearly working, it seems apparent that they are failing to charge overnight on cheap rate. Since this affects both heaters, it's not credible that both have the same fault, so I'd bet my money on them not being correctly wired to the E7 meter. If it were a single rate meter, they'd still work, albeit at single rate charge.
OP, can you post a pic of the meter please, showing the supply cables entering it: there should be 5 ports on it?No free lunch, and no free laptop0 -
See what the immersion heaters are doing because there should be a switched E7 circuit there as well. The lower heater's supply should only be live overnight, and if there's an upper one on a 24h supply it should normally be switched off except in emergency to get half a tank of very expensive hot water e.g. if you've run out during the day.If you only get hot water when the upper one is switched on (switch may be marked Boost) then that confirms that the flat's E7 supply is not working correctly. Start by checking the consumer unit to make sure nothing has tripped.0

Check that the Radio Teleswitch is working. It probably has an indication of when it's cheap rate. Similarly, check that the cheap rate register increases from one day to the next (all circuits are cheap rate overnight).
As previously suggested, have you checked the consumer unit?0 -

Don't worry, your pics show it's a proper E7 installation with both E7 and 24hr feeds to the storage heaters. Now you just need to do the checks as others advise to see if the E7 circuit is actually working. See if you can work out what's going on with the immersion heaters - pic?

Opp, have you got a copy of the electrical safety report? that looks dodgy to me.
Landlord must...- Ensure national standards for electrical safety are met. These are set out in the 18th edition of the ‘Wiring Regulations’, which are published as British Standard 7671.
- Ensure the electrical installations in their rented properties are inspected and tested by a qualified and competent person at least every 5 years.
- Obtain a report from the person conducting the inspection and test which gives the results and sets a date for the next inspection and test.
- Supply a copy of this report to the existing tenant within 28 days of the inspection and test.
- Supply a copy of this report to a new tenant before they occupy the premises.
