The thing is I'm couch surfing at the min which makes it hard but I think I have enough savings to start renting. Do you think if I started to rent and then change my addresses to that place would allow me to get a mortgage? How long would I need to rent for?

If you only have enough savings to start renting then in the current climate you will struggle to get any sort of mortgage.  You are correct in that it would be better for you to "settle" in one place and get yourself on the grid.

Indeed, where do you intend to get a 15% deposit from? 10% deposits will barely get you any mortgage at the moment, and 5% ones are (as far as I know) currently non-existent.
