Appeal on Highview Parking Almondvale Retail Park Livingston parking charge notice?

Hi,
I received a PCN from Highview Parking about an overstay parking charge at Almondvale Retail Park in Livingston, Scotland. 
Date In: 07-Oct-2020
Date Out: 07-Oct-2020
Duration : 2 hrs 26 mins
Date of Notice: 14-Oct-2020
PCN received by post: Tuesday, 20-Oct-2020
Charge: £90.00 or reduced sum of £54 if paid before 28-Oct-2020

I sent a complaint email to The Centre, Livingston management but they reply that car park does not belong to them and they provided a website www.groupnexus.co.uk .instead and ask me to contact this group to find out the owners of the carpark.  It is quite difficult to identify the owners thus to make complaint, I wonder I should go straight to their appeals website www.appealpcn.co.uk now ?

Grateful for your advise.

    You would be better advised to read the newbies first.

    Nine times out of ten these tickets are scams, so consider complaining to your MP, sometimes it can lead to cancellation.,

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers. On 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, and hopefully this will become law shortly 
    You never know how far you can go until you go too far.

    I did read the Newbies first and that is why I sent a complaint email to the park management first.  But as I pointed out there is difficulty in finding the right owners and that is why I am seeking advise if I should go straight to the appeal website.

    If it's a retail park , find out who actually manages the park and complain to them , without revealing who was driving

    This is unlikely to be the landowner but they have the ultimate say

    It doesn't matter how many hoops you have to jump through , just get it done if you want an early resolution because plan B might not , so leave plan B as long as possible

    You are asking about plan B without exhausting every avenue in plan A

    Thanks for your reply - I read that too.  It seems there is no information available on the internet about the park management and the Land Registry service is a paid service - I understand there is no such thing as free lunch but if the search involves further costs then I would rather ignore the PCN.

    which happened in 2014 and the author said he just ignored all the letters and at the end nothing happened (as per the advise given in this forum).  
    Well, I hope nothing much has changed and ignoring those letters will eventually let the thing go away.

    There is a chance that ignoring could result in the claimant taking this to your sheriff court under simple procedures , within 5 years , it is unlikely with Highview but never say never because other companies have awoken and tried it

    Once the new CoP arrives next year it will cover Scotland and change the advice for Scotland but this won't change the 5 year rule for your pcn

    Personally , I would not ignore it , I would follow the advice above and appeal as keeper using the blue text template from the newbies FAQ sticky thread , not revealing who was driving , no changes at all

    Then ignore it if the appeal fails

    But it's your letterbox , not mine , so don't come back complaining about debt collector letters !!

    This forum has not advised ignoring since 2012 - except for debt collector letters - and in terms of parking that (2014) is an old thread.  Land registry costs £3, your local council might have a spreadsheet telling you who pays the business rates for the area concerned.

    It has for Scotland, and I think that's what the OP should do if drawing blanks on the landowners.  Nothing else will get this cancelled, and it's highly unlikely that HV/Nexus will be starting court cases north of the border any time soon.

    ....... apart from complaining to landowner/store management etc, I would agree and particularly about there being no court action ................. yet
