It doesn't seem like deliveroo have done anything wrong here, they processed an order with the payment details the customer provided. What has your bank said?

Your card details have been compromised, that is not the fault of any service provider. From the information you have provided they have been used with Deliveroo, it is highly likely that they have been used in other ways which might take a little longer to show on a statement.

Their "IT security" does not appear to be at fault as they were not hacked, the issue seems to be that either you allowed your card details to be compromised or that a different company you used comprised your card details, a criminal has then obtained them and used them for their own gain.

Deliveroo does not have your contact details to send a security code to if you do not have an account with them. They do accept PayPal but it would also be incredibly inconvenient for the vast majority of people if they did not accept card payments.

You do not seem to live in the real world because you do not have an understanding of the systems banks or companies use. Fraud happens, it is unfortunate, however the only ones to lose out in this process will be Deliveroo. You will be refunded, the fraudsters got free food and Deliveroo will have the transactions reversed, meaning they get no money from the bank.
This pretty much sums it up. Rather than blaming everyone else, take some responsibility for your own security and make it much more robust to prevent becoming a victim to fraud.
