Central Heating Balancing

If anyone has any further advice it would be appreashiated. The problem I am encountering is that the radiators upstairs are regularly putting out little or no heat whilst the radiators downstairs are red hot. It is possible that the system is designed as two separate loops/zones, one for upstairs and one for downstairs. If so, there will be a 'T' in the system hopefully with valves on each leg to enable balancing between the two loops. But there should still be no reason to have lockshields fully open.
