As above, registered vehicles are required to be licensed, there are varying amounts of Vehicle Excise Duty payable to obtain that licence.
In some cases there is no Vehicle Excise Duty payable, but the licence is still required, and in those cases, it is an offence to fail to obtain the licence.

Any pre-2017 car in the <99 g/km CO emissions tax band.

My 2014 Ford Focus 1.6 TDCI is £zero tax.

I would not worry about it OP they will not come looking for payment after that amount of time. 

Ha Ha, as usual as soon as someone mentions road tax there is a race to the keyboards to point out that road tax was abolished in 1937, so predictable and as always, so very helpful

Pre 2018 Volvo S60 and V60. 190bhp but zero road tax.

Any car registered as historic (pre 1980). No Vehicle Excise Duty to pay, but they are required to be licensed.

Kia picanto1.2, (2012) Maybe a bit small for the op note, later versions after 2017 are chargeable.
