Ok first one I can think of is classic cars. No VED due on cars first registered before 8th January 1980.

Before April 2017, you could buy selected new petrol and diesel cars and not have to pay Vehicle Excise Duty (VED), better known as ‘road tax’. Previously, the amount of road tax you paid was based on your car’s carbon dioxide emissions, so the cars producing the most CO2 incurred the highest tax bills for their owners.
Under the new road-tax system, only electric and hydrogen fuel-cell cars are exempt from VED.

Just a word of caution to the OP, since the original query related to arrears... While it is possible to find cars that currently have a £0 annual VED charge, this doesn't get you out of "paying" that £0 every year - you still have to log-in once a year and keep everything up to date. So if you are simply seeking to avoid the hassle and risk of forgetting, rather than the cost, you might still be in for a shock.0
